摘要:
协同创新是低技术中小企业依靠技术优势获取竞争力的理性选择。目前低技术中小企业之间的协同创新并不活跃，主要制约因素包括：企业协同创新观念不强、政策激励不到位、知识产权保护不力、缺乏诚信文化的支撑以及内部管理难度大。要促进低技术中小企业的创新与发展，提升其竞争力，必须构建协同创新体系、采取鼓励政策、完善知识产权保护制度，加强诚信文化建设和强化内部管理。
Abstract:
Cooperative innovation is a rational choice for lowtec SMEs to obtain competitiveness by technology advantage. Up till now, the cooperative innovation activities between lowtech SMEs have not been dynamic for these essential restrictions of cooperative innovation: weak cooperative innovation spirit, lack of the governments support policy, disrespect intellectual property, short of credit culture and difficulty of inner management. To increase the innovation propensity and competitveness of China lowtech SMEs, it is essential to establish cooperative innovation system, formulate support policy, improve protectionist system of intellectual property, and strengthen credit culture and inner management.
