摘要:
产学研结合指的是产业或企业、高校、研究机构三方相互之间在人才培养、科研、生产等方面的合作，以实现产、学、研三职能的充分发挥和共同发展。三重螺旋理论和交易费用理论为政府在产学研结合中发挥作用提供了理论基础。当前政府在产学研结合中发挥着重要的作用，但尚未完全体现出来，这需要有针对性地对政府在产学研结合中的引导、促进、协调、监督和服务职能加以改进。
Abstract:
IndustryUniversityResearch combination refers to cooperation that industry，university and research organizations carry out each other in talents cultivation，research and production aspects in order to realize the exertion and development of the functions of production，study and research. Triple helix theory and transaction costs theory provide theoretical foundation for the analysis of governments functions in IndustryUniversityResearch combination. Currently，although government exerts important functions in IndustryUniversityResearch combination，they do not entirely embody. It is demand that governments functions of the induction，promotion，harmonization，supervision and service are improved in IndustryUniversityResearch combination.
