摘要:
网上市长信箱在政府与公民之间搭起了全新的、便利的桥梁，这是对传统科层制的突破和创新，将大大推进武汉市服务型政府的建设。以武汉市市长信箱为个案对网上市长信箱进行深入剖析，分析了该制度产生的背景、特点和作用，并提出了相应的改进措施。
Abstract:
The online mayor mailbox has put up a brandnew and convenient bridge between the government and the citizens. It is both a big breakthrough and a huge innovation to the traditional bureaucracy，and will give great impetus to the constructions of serviceoriented government for Wuhan. Taking online mayor mailbox in Wuhan as a case，the article has carried a thorough analysis on the online mayor mailbox，and has analyzed the backgrounds，the characteristics and functions of this institution，and has proposed corresponding improved measures as well.
