摘要:
从人才结构规律、功能发挥规律和发展规律为切入点，论述了人才科学开发的前提、基础和科学依据，以及以人才为本的本原和核心。
Abstract:
The paper discusses the premise， foundation and basis of the science develop from the entry point on discipline of talented person structure， function unleash and develop discipline. It also discusses the primitive and core of talented person.
